Nigeria Rejoins IMO Council After 14 Years, Eyes Global Port Dominance

Nigeria has secured a landmark diplomatic victory, winning election into Category C of the International Maritime Organization (IMO) Council for the 2026–2027 biennium.

The election, which took place in late November 2025 during the IMO General Assembly in London, marks Nigeria’s return to the influential 40-member council after a 14-year absence. This “maritime win” is expected to significantly boost Nigeria’s standing in global shipping governance and unlock massive investment for port infrastructure.

The “Port Modernization” Wave

Industry experts and the Ministry of Marine and Blue Economy are predicting that this seat at the global table will accelerate several high-stakes projects:

  • Apapa & Tin Can Modernization: On March 19, 2026, Nigeria and the UK finalized a £746 million export finance deal (guaranteed by UK Export Finance and Citibank) for the redevelopment of Lagos’ two busiest ports. Construction is set to begin in Q2 2026 and will take 48 months to complete.
  • Deepening the Channels: The upgrade includes dredging port channels from the current 13 meters to 16 meters. This will allow mega-vessels (carrying up to 20,000 TEUs) to berth in Nigeria, making the nation a true regional hub.
  • NPA Revenue Surge: The Nigerian Ports Authority (NPA) is targeting a record revenue of ₦1.4 trillion in 2026, driven by these modernization efforts and increased global competitiveness.
