The Presidential Amnesty Programme (PAP) has drawn widespread commendation across the Niger Delta region following the successful deployment of over 150 beneficiaries to prestigious universities in the United Kingdom.
Extolling the visionary leadership of PAP Administrator Dr. Dennis Brutu Otuaro, a prominent Ijaw leadership coalition described the massive overseas academic deployment as a game-changing milestone in human capital development for the oil-rich region. The beneficiaries were selected under the foreign scholarship scheme to pursue undergraduate and postgraduate degrees across strategic disciplines, including engineering, data science, environmental management, and law.
In a commendatory statement released in Warri, Delta State, spokesman for the group Chief Ebiowei Gbekebor highlighted that Otuaro’s administration has restored total transparency, merit, and speed to the scholarship process. The group noted that sending brilliant youths to top-tier international institutions directly aligns with the core mandate of transforming the Niger Delta from a hub of agitation into a thriving center of intellectual and economic excellence.

By sending 150 of our brightest minds to world-class British universities, the Amnesty Office is building a sustainable future for the Niger Delta,” Gbekebor stated, urging beneficiaries to maintain high academic standards and return to contribute meaningfully to national development.
